Introduction

It is to be recalled that, without forgetting the long time effort being made by the people of Guraguè, the members of the community had held a conference at Global Hotel to organize themselves for the purpose of cultural development, on the evening of November 17/2001.

The principle of cultural establishment, which was formulated after the conference envisages to realize the following points:

Realizing that enabling the members of Bete Guraguè to live in unity forever under one cultural center, and mobilizing them for this purpose is a basis for cultural development and growth;
Accepting the trilateral effort made on the part of the people, the government and public organization, etc. is very crucial for reliable and sustainable cultural development and growth;
Believing that building a culture which utilizes, resources, property, knowledge, time, and skills, properly and economically is a basis for a reliable and sustainable development;
Realizing that the unity built on the culture of mutual understanding, mutual listening, mutual trust and mutual respect is lasting;
Knowing that the construction of service rendering and productions establishments are carried out in a balanced manner is a corner stone for a meaningful cultural development and growth;
Believing that it is very crucial to establish a meaningful cultural development center, by withstanding limitations and threats by employing proper strategy, and using strengths and favorable situations with prudence, for the purpose of realizing the vision of Bete Guraguè and accomplishing its mission;
Realizing that developing the all round participation of women helps to bring about a complete economic and social security.
Realizing that collective efforts are crucial to fight HIV/AIDS and other opportunistic diseases and ultimately to produce a fully humane and healthy citizen;
Realizing that it is necessary to devise a strategy, which enable the young generation to build its environment in all sectors, with sense of full ownership.

In order to assist the cultural development construction efforts of the people, to coordinate, encourage, mobilize, enhance, organize and coordinate the same, it has been planned to establish the Bete Guraguè Cultural Center, in accordance with the Civil Code of Ethiopia.

Vision

In the ceaseless transformation process of the World, BGCC would like to see, favorable situations which help develop the cultural, psychological and developmental needs of the people of Bete Guraguè are created, in a balanced manner through a satisfactory cultural development and growth.

Mission

On the basis of its vision, by taking into consideration the coming period, and by making preparation to the end, laying a foundation which helps organize the people of Bete Guraguè, which has a united and coordinated and higher level of cultural development.
Through the all round participation of the government, the people and the other concerned bodies, and by creating a capacity enhancing environment, which enables the people of Bete Guraguè to develop their culture and their locality, to this end, producing individuals who have complete personalities, and who have ability to develop the standard living of the peoples and their internal relations.
Enabling the people of Bete Guraguè to protect the land and any other resources as well as to build a capacity to further develop the same.

Goals

By mobilizing Bete Guraguè, with the view to build a lasting unity and development, and therefore, to establish an all round cultural development center, which serves as sources of knowledge and as facilitator of the same.
In a manner that enables all developmental actors to participate, and therefore, by mobilizing the natural ability, capacity and experience of the people, and hence to maintain the culture, language, heritage, history of the people and to undertake the all round environmental development in a proper manner, and to assist the people to enhance and protect the same.
Through the cultural development and self-reliance effort, based upon the participation of all and therefore, in the world of competition, to support the people of Guraguè, through research and consultancy services, with the view to enable them emerge victorious.
By forecasting phenomenon, and by making advance preparation, and without being harassed by situations, and therefore, to facilitate situations with the view to establish a community which takes action (pro active) on the basis of clear position.
In order to enable individuals and groups to become beneficiaries opportunities created by big towns and therefore to facilitate situations with the view to train individuals and groups in strategic and essential skills.
Since in terms of location Bete Guraguè is found in located in central Ethiopia and therefore, with the view to enable the Bete Guraguè area, center of industrial products and services, production and distribution, and also to further develop the culture of work of the people, and to this end, to provide research, dissemination and consultancy services.

Objectives

The center through various studies disseminations and researches:

By mobilizing and integrating the natural ability of the people of Guraguè positive culture, organizational and capacity building needs desire of knowledge and other positive capacities, facilitating situations with the view to build a well developed and matured community.
Facilitating situations with the view, on the one hand to be complementary in the process of national and international construction, and on the other hand to establish an independent cultural, economic and social Guraguè locality.
In order to make the Guraguè area a center of constructive culture, knowledge, capital and development to facilitate situations with the view to make an all round effort and successive development preparation.
To facilitate situations with the view to build a community which is strengthened and stable in terms of family, community, code of ethics, customs culture, knowledge, etc connections.
To facilitate situations with the view to establish a community which is free from ethnicism, racism, narrow nationalism, chauvinism, inferiority complex, that has self confidence and which has physiological preparation to live together with any one.
By enhancing the all round participation of women and therefore, to facilitate situations which help ensure complete economic and social welfare.
In the national effort being made to prevent AIDS and other opportunistic diseases and to reduce poverty and therefore, by coordinating the positive cultural and social capacities of the people of Guraguè, to facilitate situations with the view to provide research and consultancy services so as to fight AIDS and protect the community.
To facilitate situations with the view to enable the young generation to become a direct participant in cultural and development programs.
By transforming the economic cultural standard of the rural population step by step into agro industry culture providing employment opportunities with the view to bring about a rapid development of towns in the Guraguè locality.
To facilitate situations with the view to provide proper care and protection to useful cultural heritages.
To devise ways and means with the view to organize the Guraguè Cultural Center as the center of study and research, as council of development, as center of cultural justice and reconciliation, as center of culture, as center of public relations, as an office of consultancy services, as formulators of new directions, as archive of folklores, as center of conference. These are therefore, the fundamental principles of the center.
